行政化导向的新管理主义:乡镇(街道)社会工作站建设与政府购买社会工作服务——以湖南省“禾计划”A市项目为例

摘　　要：随着我国社会工作专业化的迅猛发展,民政部于2020年在全国推进乡镇(街道)社会工作站建设。通过对湖南省“禾计划”A市社会工作站项目进行个案研究可知,依托政府购买服务的社会工作站建设体系呈现出以增强基层民政服务能力为定位、顶层设计优先、聚焦民政主责主业、推动社会工作者专业化等特征。同时,该模式可用“行政化导向的新管理主义”来进行理论概括:一方面,政府购买社会工作服务能够协助国家积极履行福利责任;另一方面,在此过程中行政化目的与市场化手段之间可能会出现张力,在经济、效率、效果等方面产生预期外的后果。With the rapid development of the professionalization of social work in China, the Ministry of Civil Affairs has promoted the building of township(street) social work stations across the country. Based on the case studies of A City in Hunan Province, it can be found that social work stations based on government purchase service are featured by taking the service capacity improvement of grassroots civil affairs as the orientation,putting a priority on the top-level design, focusing on main responsibilities of civil affairs, and promoting the professionalism of social workers. Meanwhile, this model can be characterized as administration-led neomanagerialism. On the one hand, government procurement of social work services can help fulfill welfare responsibilities. On the other hand, there may exist a contradiction between administrative goals and market mechanisms in this process, which possibly causes unexpected outcomes in the economy, efficiency and results.
