陆海统筹背景下河口水生态环境整治修复协同机制研究

摘　　要：为促进我国生态环境治理和生态文明建设,文章分析我国河口水生态环境整治修复在法律规范、技术标准、技术手段、监测体系以及主体和资金等方面的现状和存在的问题,针对完善河口水生态环境整治修复协同机制提出建议。研究结果表明:在陆海统筹背景下构建河口水生态环境整治修复协同机制,应完善基本法顶层设计,加强单行法具体指导;建立协商、合作共享和效益评价机制,整合各类资源,鼓励社会力量参与;完善技术手段和监测体系;完善公众参与和生态补偿等一系列制度,建立多元投融资机制。In order to promote ecological environment governance and ecological civilization construction of China, this paper analyzed the current situation and existing problems of estuary water ecological environment remediation and restoration in terms of legal norms, technical standards, technical means, monitoring system, main body and funds, etc., and put forward some suggestions on improving the coordination mechanism. The results showed that in order to build a cooperative mechanism for remediation and restoration of estuarine water ecological environment under the background of land-sea integration, firstly, it was better to improve the top-level design of the basic law and strengthen the specific guidance of the single-line law. Secondly, a consultation, cooperation and sharing and benefit evaluation mechanism should be established, integrating all kinds of resources and encouraging social forces to participate. Thirdly, technical means and monitoring system should be improved. And, finally a series of systems such as public participation and ecological compensation should be improved, and a diversified investment and financing mechanism be established.
