摘　　要：精细化的电信网络诈骗犯罪分工催生了与其相关的产业,广泛分布于电信网络诈骗犯罪的各个阶段,这些产业在组织形式、活动渠道、人员构成、技术集成等方面呈现出独有的特征。为了应对电信网络诈骗犯罪产业化现象,应当秉持全链条打击、信息化侦查、打防结合、侦查法治的侦查理念。完善案件集中研判制度,促进案件分级分类管辖,明确案件闭环管理的责权关系,强化对重点发案地区的综合管控,提高电信网络诈骗犯罪侦查工作的效能。The refined division of labor of telecommunication network fraud crime has given birth to its related industries,which are widely distributed in all stages of telecommunication network fraud crime.These industries show unique characteristics in organizational form,activity channels,personnel composition and technology integration.In order to deal with the phenomenon of industrialized development of telecommunication network fraud crime,we should uphold the investigation concept of full chain attack,information investigation,combination of attack and prevention,and investigation by law.We will improve the system of centralized judgment and judgment of cases,promote the classification and jurisdiction of cases,clarify the relationship between responsibilities and rights of closed-loop management of cases,strengthen the comprehensive control of key cases,and improve the efficiency of telecommunication network fraud investigation.
