摘　　要：新冠肺炎疫情的反复性和长期性持续影响国际粮食市场的稳定。中国是世界上最大的粮食消费大国,也是世界上最大的粮食进口大国。在新形势下,有效利用国际市场和国际资源是保障国家粮食安全的重要举措。但是,研究发现中国在利用国际粮食资源方面依然存在国际市场循环压力点风险、国际供应链断点风险、国际运输断点风险等。为有效应对国际粮食资源利用风险,在借鉴其他国家主要做法的基础上,基于中国实际提出如下对策:立足国内,稳步提升国内粮食供应保障能力;放眼国际,构建多渠道的海外粮源体系;衔接断点,推动国内外双向循环发展;互通有无,建立区域粮食安全体系。The recurrent and prolonged nature of the New Crown Pneumonia epidemic continuously impacts the stability of the international food market.China is the world’s largest country with consuming of grain and importing of grain.Under the new situation, effective using of international markets and international resources is an important step to ensure national food security.However, based on the research it is found that there are still pressure point risks in the international market cycle, breakpoint risks in the international supply chain and breakpoint risks in the international transportation in China’s use of international food resources.In order to effectively eliminate the risk and utilize international food resources, on the basis of the main practices of other countries, the following countermeasures are proposed based on China’s actual situation: steadily improving the guarantee capacity of domestic food supply based on the domestic situation, building a food source system with multichannel overseas based on the international situation, promoting the two-way cycle development at home and abroad based on bridging the breakpoints, establishing a regional food security system based on the idea of mutual exchange of needed products.
