基于排污费与环保税视角的福建省污染物排放脱钩研究

摘　　要：多污染物协同减排是当前及未来我国践行可持续发展重要命题.作为东南沿海经济发达区域的福建省,如何在保持经济增长、转型的同时,有效降低各类污染物排放是其面临的重要使命.基于Tapio弹性脱钩理模型,对2001—2019年福建省经济增长与排污费/环保税进行脱钩分析,深入研究福建省经济增长及转型过程中污染物排放变化的关系,以期助力福建省可持续发展.研究表明:福建省2001—2019年经济增长与污染物排放脱钩状况呈现出弱脱钩-扩展负脱钩-强脱钩-扩展负脱钩的波动态势,脱钩态势不稳定.通过对产业结构因素脱钩态势的进一步检验发现,福建省产业的转型过程对脱钩状态的贡献显著;尽管第2产业的减排成效是实现经济增长与污染物排放强脱钩的关键因素,但第3产业的减排应引起重视.emission reduction of different kinds of pollutants is critical to the realization of sustainable development of China.As a province located in the southeast coast of China,Fujian province′s economy is well developed.But how to achieve the goal of emission reduction of various kinds of pollutants while keeping and transforming economic growth is an important mission thatFujian province is facing now.This paper analyzed the relationship between economic growth and pollutants discharge fee/environmental tax of Fujian province based on Tapio decoupling model from 2001 to 2019,in order to make contribution to accomplishing sustainable development of Fujian province.The relationship between economic growth and pollutants of Fujian province in 2001—2019 showed a fluctuating trend of weak decoupling-expansive negative decoupling-strong decoupling-expansive negative decoupling from 2001 to 2019.Pollutant emission is not stably decoupled from economic growth.The decoupling of industrial structure showed that the transformation and improvement of industries in Fujian Province made a significant contribution to sustainable development.Although emission reduction in secondary industry is the key to achieve strong decoupling between economic growth and pollutant emissions,the tertiary industry′s emission reduction also should be paid attention to.
