基于生态环境保护的乡村发展规划策略

摘　　要：采用层次聚类法和欧氏距离法,选择山西省安康市平利县的120个行政村为研究对象,对乡村经济结构特征、经济发展水平、生态旅游资源、产业发展潜力等方面进行评价。结果表明,乡村第一产业占比最小,第二产业增长率达14%,规划中应注重农业与工业的结合,加快农业现代化建设与农业机械化水平;优质生态环境乡村仅占20%,超过50%的乡村生态环境指标低于正常水平,应强调生态环境的可持续发展;只有少数几个乡村有较好的生态旅游资源,主要由于交通的极度不发达所致;产业等级为优的乡村较少,应协调优质产业到差等级乡村,吸引外资投入到中等级乡村,有效缓解乡村贫困,并整合产业成为现代化产业集群,有效提高产业效率和效益。120 administrative villages in Pingli County,Ankang City,Shaanxi Province were selected to evaluate the characteristics of rural economic structure,economic development level,ecotourism resources and industrial development potential by hierarchical clustering method and Euclidean distance method.The results showed that the proportion of rural primary industry was the smallest while the growth rate of secondary industry was 14%,and the planning should pay attention to the combination of agriculture and industry,and speed up the construction of agricultural modernization and the level of agricultural mechanization;only 20%of villages had high-quality ecological environment,and more than 50%of rural ecological environment indicators were lower than the normal level,so the sustainable development of ecological environment should be emphasized;only a few villages had good ecotourism resources,mainly due to the extremely underdeveloped transportation;there were few villages with excellent industrial grade,so this paper suggested to coordinate high-quality industries to poor villages,attract foreign investment to medium-grade villages,effectively alleviate rural poverty,integrate industries into modern industrial clusters,and effectively improve industrial efficiency.
