摘　　要：技术治理是实现治理理性化和科学化的一种重要方式。技术治理驱动下的高等教育技术治理旨在通过技术工具提升其治理效能并塑造高等教育技术治理场域新秩序。高等教育技术治理的治理情境、治理结构、治理场域和治理效能等都会受到技术建构性、自主性、渗透性和目的性等基本特性的影响。从获取到驾驭、从内嵌到吸纳、从管控到服务、从祛魅到返魅是实现高等教育技术治理价值驱动、数据支持、模式进化、技术迭代的内在运作逻辑。在高等教育技术治理实践中需破解数据垄断、厘清技术治理幻象、防范专家政治和超越工具理性,倡导包容共享的信息平权,推进整体协同的体制改革,凝聚多元共生的权力主体,树立以人为本的治理理念,最大限度释放技术在高等教育治理中的效能,进而推进高等教育治理体系和治理能力现代化。Technology governance is an important way to realize rational and scientific governance.The higher education technology governance driven by technology governance aims to improve its governance efficiency and shape the new order of higher education technology governance field through technology tools.The governance situation,governance structure,governance field and governance efficiency of higher education technology governance are all affected by the basic characteristics of technology construction,autonomy,penetration and purpose.From acquisition to control,from embedding to absorption,from control to service,from disenchantment to reenchantment are the internal operation logic to realize the value drive,data support,mode evolution and technological iteration of technology governance in higher education.In the practice of technology governance in higher education,it is necessary to break the data monopoly,clarify the illusion of technology governance,prevent expert politics and transcend instrumental rationality.It is also necessary to advocate inclusive and shared information equal rights,promote overall coordination of system reform,integrate plural subjects of power and establish humanistic governance ideas,so as to maximize the effectiveness of technology in higher education governance,and promote the modernization of higher education governance system and governance capacity.
