摘　　要：中国政府激励政策为企业创新发展提供战略支撑,科学评估激励效应具有重要意义。本文基于双元创新视角,以2013—2019年沪深A股上市公司为对象,进行理论分析和实证检验。研究发现:政府激励政策显著促进企业双元创新,对探索式创新的激励效应较开发式创新更明显。异质性表明:中部地区政府补助对探索式创新的激励效应最明显,而西部地区政府补助更偏向于开发式创新,税收优惠政策具有普遍激励效应,更适应东部地区,且效果优于政府补助。民营企业较国有企业受到的激励作用更明显。进一步地,政府激励政策通过缓解融资约束、提升预期收益促进双元创新。对此,政府应提高政策激励的靶向性,实施差异化政策;企业应深化双元创新思想,更加注重探索式创新。Chinese government incentive policies provide strategic support for the innovation and development of enterprise,and it is of great significance to evaluate the incentive effect scientifically.Based on the perspective of dual innovation,this paper conducts theoretical analysis and empirical test on Shanghai and Shenzhen A-share listed companies from 2013 to 2019.The results show that government incentive policies significantly promote the dual innovation of enterprises,and the incentive effect of exploratory innovation is more obvious than that of exploratory innovation.The heterogeneity shows that government subsidies in central China have the most obvious incentive effect on exploratory innovation,while government subsidies in western China are more inclined to development-oriented innovation,and the preferential tax policies have the universal incentive effect which are more adapted to the eastern China,and the effect is better than the government subsidy.The incentive effect of private enterprises is more obvious than that of state-owned enterprises.Furthermore,government incentive policies promote dual innovation by easing financing constraints and increasing expected returns.Therefore,the government should improve the targeting of policy incentives and implement differentiated policies;enterprises should deepen the idea of dual innovation and pay more attention to exploratory innovation.
