摘　　要：党的十八大以来,习近平基于全球视野对科技人才的发展进行历史与现实的审视,强调要建设世界重要人才中心和创新高地,培养适应社会高质量发展的科技人才队伍,科学分析了当前我国科技人才发展的现状及不足,指出了未来我国科技人才队伍的发展方向。基于科技人才发展规律,构建出包含科技人才的培养、引进、使用、流动和评价等多个环节的线性培育机制,从整体上科学、生态地完善科技人才队伍建设。习近平关于新时代科技人才的重要论述意义重大,不仅发展了马克思主义关于科技人才的思想,也为新时代我国科技人才的发展提供导向,为我国创新型国家战略的实施提供了重大理论价值。Since the Eighteenth National Congress of the Communist Party of China,Xi Jinping has examined the history and reality of the development of scientific and technological talents based on the global vision,emphasized the need to build an important talent center and innovation highland in the world,cultivate a team of scientific and technological talents that adapt to the high-quality development of society,scientifically analyzed the current development status and shortcomings of China’s scientific and technological talents,and pointed out the future development direction of China’s scientific and technological talents.Based on the law of development in scientific and technological talents,China will build a linear cultivation system including the talent training,brain gain,deployment,talent flow and evaluation,then improve the construction of scientific and technological talent team in scientifically and ecologically.Xi Jinping’s important exposition on scientific and technological talents is of great significance,which not only develops Marxism on scientific and technological talents,but also provides both guidance for the development of China’s scientific and technological talents in the new era,and major theoretical value for the implementation of innovation-oriented country.
