自贸试验区、毗邻竞争与中国企业出口——基于多期DID方法的政策效应评估

摘　　要：基于中国2013年开启自贸试验区建设这一准自然试验,选取2007—2018年中国海关企业出口数据与城市统计数据构建计量模型,实证评估自贸试验区设立对企业产品出口的影响。研究发现,自贸试验区设立显著促进了本地城市企业产品出口增长,且这种影响存在持续性与滞后性;自贸试验区设立存在负空间外部性,显著降低了邻近城市企业出口增长;自贸试验区因设立区位不同对企业产品出口的影响具有异质性。因此,设立自贸试验区作为一项重要的区域性政策安排,在充分发挥自贸试验区的平台优势促进企业出口增长的同时,其对企业出口的空间再配置效应亦值得关注。Based on the quasi-natural experiment of embarking on the establishment of pilot free trade zones in 2013, the article selected Chinese customs enterprises export data and cities’ statistics from 2007 to 2018 to construct the econometric model, and then empirically analyzed the impact of the establishment of pilot free trade zones on enterprises export. The analysis found that the establishment of pilot free trade zones has significantly promoted the growth of local enterprises’ product exports, and this impact had the characteristics of persistence and hysteresis nature. However, the establishment of pilot free trade zones also had negative spatial externality, which has significantly reduced the export growth of neighboring cities. Meanwhile, pilot free trade zones had a heterogeneous impact on the export of enterprises’ products due to their different locations. Therefore, as an important regional policy arrangement, the establishment of pilot free trade zones should both give full play to its platform advantages, and attach more importance on its spatial reconfiguration effect.
