摘  要:高职教育高质量发展语境是具有时代主题性质和价值引领功能的一种目标和追求,其演进发展过程可划分为三个阶段:以扩容发展为主基调的质量发展前期(1999—2006年);以内涵优化转型为旨归的质量治理期(2007—2018年);以提质培优、增值赋能为目标的高质量发展期(2019年至今)。可从本质认知由层次转向类型、发展重心由外延转向内涵、价值取向由跟进转向适应、实践进路由守成转向创新四个逻辑维度审视其价值转型。高职教育高质量发展的实现依赖于创新,一是公平发展创新;二是赋能提质创新;三是学习变革创新;四是文化育人创新。The high-quality development context of higher vocational education is a goal and pursuit with the nature of the theme of the times and the function of value guidance.Its evolution and development process can be divided into three stages:the early stage of quality development with expansion and development as the main keynote(1999—2006);the quality governance period(2007—2018) aiming at connotation optimization and transformation;the high-quality development period(2019—present) aiming at improving quality and cultivating excellence and value-added empowerment.The value transformation can be examined from the four logical dimensions:the essential cognition of level to type,the development focus of extension to connotation,the value orientation of follow-up to adaptation,and the practical approach of success to innovation.The realization of high-quality development of higher vocational education depends on innovations:with one being fair development and innovation,the second being empowerment and quality improvement innovation,the third being learning reform and innovation,and the fourth being cultural education innovation.
