论“新法学”视阈下纪检监察专业的建设

摘　　要：党和国家对高素质、专业化纪检监察干部队伍的人才需求,《中华人民共和国监察官法》对监察官业务能力、监察学科建设的紧迫要求,学界对纪检监察相关学科、专业建设的发展诉求,为纪检监察专业发展提供了时代机遇。但该专业建设也面临诸多问题:学科和专业定位不明、理论研究滞后,优质师资不足、课程建设薄弱、人才需求与供给之间存在制度和机制性障碍。梳理、比较我国已开办该专业或方向的高校的人才培养目标和课程体系,发现各校普遍强调德法兼修、应用导向和交叉复合。基于上述现状和问题,提出纪检监察专业建设的路径是:破解专业建设的体制机制困境、确定专业名称、明确人才培养目标、构建专业课程体系、创新教学方法。具备专业建设条件的高校应当在“新法学”理念指引下,通过建设纪检监察专业,创新法学人才培养,助力党和国家廉政与反腐败工作实现治理体系和治理能力现代化。The Communist Party of the People's Republic of China and the whole country demand high⁃quality and professional personnel of discipline inspection and supervision,and the Supervision Officers Law of the People's Republic of China has brought forward urgent requirements for supervision officers’professional capabilities,the construction of the major of discipline inspection and supervision.The academic circle demands for the development and construction of the major of discipline inspection and supervision and the related disciplines,all of which provide the opportunity of the age to develop the major of discipline inspection and supervision.However,the construction of this major also faces many problems:the positioning of disciplines and majors is unclear,theoretical research is lagging,high⁃quality teaching personnel is insufficient,curriculum construction is lagging,which are considered as the institutional and mechanism barriers between the demand and supply of the talent in this field.After sorting out and comparing the talent cultivation goals and curricula of universities in Chinese universities that have offered this major,it is found that the schools generally emphasize the following features,such as,the promotion of both moral education and law specialty,the orientation of practical application,and the interdisciplinary ideology in teaching.Based on this analysis,the authors of this paper propose the measures and the path of constructing the major of discipline inspection and supervision.In the future,colleges and universities with qualified development conditions should be guided by the concept of“new science of law”,through exploring the major of discipline inspection and supervision construction,the schools should innovate the ways of the cultivation of legal talent,and impel the modernization of the national governance system and governance capabilities.
