联合国体系下国际法教育方案之实践考察

摘　　要：自1965年正式设立以来,“联合国国际法的讲授、研习、传播和广泛了解协助方案”已通过国际法研究金方案、国际法区域课程、国际法视听图书馆、国际法研讨会及资料出版等工作项目的开展渐成规模并各有成效。除有限的资金供给与部分场地支持外,发展中国家一直是方案的主要受益者。而欧美发达国家通过在资金、师资及咨询规划等多个方面的较高投入与优势占比,在这一方案中保持了其知识输出、前沿引领及人才培养的主导地位。中国自一开始即以发展中国家身份参与其中并持续获益,但从中国当前的国际法教育发展水平、国际秩序构建目标、国际话语权诉求及国际组织人才培养需要来看,中国在联合国该方案中的参与定位及实践仍有可调整并深化的空间。Based on the construction of sub⁃programs of International Law Fellowship Program,Regional Courses in International Law,Audiovisual Library of International Law,and Legal Publications,the“Program of Assistance in Teaching,Study,Dissemination and Wider Appreciation of International Law”which started in 1965 has been proved productive and fruitful.Apart from the limited contributions and occasional site support,developing countries remain to be the major beneficiaries of the Program.On the other hand,Western developed countries hold the dominant status on knowledge exportation,frontier guide and talents cultivation,who have kept relatively higher investment and more advantageous proportion in several aspects,such as funds,teaching staff and consultative organs.China has participated in the Program as a developing country at the very beginning.In the view of its current development level of international law education,the anticipation of international order construction,the appeal about international discourse right and the demand for talent's cultivation on international organizations,there is much room for China to adjust its position and deepen its participation dimensions in the Program.
