摘 要:进入新发展阶段,党中央把科技创新提高到前所未有的高度。国有企业在面临西方国家科技封锁和石油替代产业快速发展的“双重挑战”下,如何围绕科研单位和科研人员这类企业最重要的创新主体,建立精准有效的评价体系和激励机制,就成为增强科技创新第一动力的关键。本文结合中国石化管理实践和发展方位,对内外部环境发生深刻复杂变化的背景下完善国有企业科研单位和科研人员考核激励工作进行思考,积极探索构建有利于科研战线动力迸发、科研人员潜心研究的创新生态和机制环境,推动创新要素集聚和潜能释放,在实现高水平科技自立自强中彰显“大国重器”的顶梁柱作用。As China enters a new stage of development,the CPC Central Committee has raised the issue of scientific and technological innovation to an unprecedented level.In the face of the“double challenges”of the scientific and technological blockade by western countries and the rapid development of the oil alternatives industry,how to establish an accurate and effective assessment and incentives mechanism around the most important innovators i.e.the scientific research institutions and researchers,has become the key to enhancing scientific and technological innovation.Combined with the management practice and development vision of SINOPEC,this paper reflects on improving the assessment and incentives work for scientific research institutions and researchers in state-owned enterprises under the background of profound and complex changes in the internal and external environment.The paper actively explores the construction of an innovative ecological and institutional environment conducive to spurring scientific research and the dedication of researchers,so as to promote the gathering of innovative elements and the release of their potential,highlighting the company’s pillar role in achieving the country’s high-level scientific and technological self-reliance and improvement.
