摘　　要：选取陕西省2010—2020年面板数据,应用SPSS25.0和Eviews10.0计量软件,采用格兰杰因果检验和灰度关联分析法,对经济社会发展水平与科技人才流动之间的关系进行实证研究,两种检验结果在经济因素上相互印证。研究表明:R&D经费投入水平、科技转换成果、绿化环境是影响科技人才流动的因素。提出构建良好有序的人才流动机制、缩小科研经费投入差距、优化产业结构和落实“产才融合”的建议,以期激发科技人才活力,平衡科技人才分布、发掘人才创新潜能,发挥人才效能。Selecting the panel data of Shaanxi Province from 2010 to 2020,this paper applies SPSS25.0 and EviewS10.0 software,and empirically studies the relationship between economic and social development level and the flow of scientific and technological talents by means of Granger causality test and Grayscale Relational Analysis,and makes a mutual corroboration for two test results in economic factors.The results show that the investment level of R&D,scientific conversion results,and green environment are important factors affecting the flow of scientific and technological talents.Finally,it is suggested that our government should build a good and orderly talent liquidity mechanism,reduce the investment gap between research funds,optimize the industrial structure and implement"collateral integration",so as to inspire the vitality of scientific and technological talents,balance the distribution of scientific and technological talents,explore the innovation capacity of talents,and give full play to talent effectiveness.
