对优化发展规划编制的研究探讨——基于“十四五”规划的几点思考

摘　　要：发展规划是国家治理体系和治理能力现代化建设的重要组成,对经济社会发展影响深远。去年以来,全国各地相继开展了“十四五”规划编制工作,上下联动描绘现代化发展的新图景。但在规划编制和协调衔接中仍有一些问题值得关注。结合编制实践和研究思考,建议发展规划编制要推进规划纲目、意见采纳和上下协调“三个强化”,着力完善联动、协调、谋划、评估“四个深化”,并从机制、管理和数字化平台“三大创新”领域发力,加强发展规划与其他规划协调,为深化我国规划制度改革、更好地描绘发展蓝图奠定基础。Development planning is an important part of the modernization of national governance system and governance capacity,which has a far-reaching impact on economic and social development.Since last year,all parts of our country have carried out the 14th five year plan,drawing up a new picture of the development of modernization.However,there are still some problems worthy of attention in the formulation and coordination of development planning.Combined with the compilation experience and research thinking,it is suggested that the development planning compilation should focus on promoting the“three strengthening”of planning compendium,opinion adoption and up-down coordination.The planning work should focus on improving the“four deepening”of linkage,coordination,planning and evaluation,and make efforts from the“three innovations”of mechanism,management and digital platform to strengthen the coordination between development planning and other planning,so as to deepen the development of our country We should lay the foundation for the reform of China’s planning system and better depiction of the development blueprint.
