摘　　要：在公共危机情境下,官僚的亲社会违规行为对危机管理能够起到弥补作用。本文对危机情境和官僚特征两类因素对官僚亲社会违规行为倾向的影响进行了研究分析。本文采用调查实验收集数据,分层线性回归的结果显示,危机情境和官僚特征方面的因素对官僚的亲社会违规行为倾向都有显著的影响。其中,社会利益、组织成员旁观、公共服务动机和行为有效性感知正向影响了官僚的亲社会违规行为倾向;违规处置和防御焦点起负向影响作用。研究结果揭示了公共危机中官僚亲社会违规行为的规律,为公共组织的危机管理和官僚亲社会违规行为研究提供了借鉴。In the context of a public crisis, if organizational rules lag behind the need to respond to a crisis, pro-social rule breaking(PSRB) by bureaucrats may serve as a substitute. The question in this study is the following. What factors will affect the tendency for PSRB by bureaucrats in the context of a public crisis? The study expounds upon the concept of PSRB and its applicability to the public sector, analyzes the relationship between a public crisis and PSRB by bureaucrats, puts forward research hypotheses based on the two dimensions of the crisis situation and the characteristics of the bureaucrats.The research adopted the method of a vignette experiment to collect the data. The experimental-material aspect of the experiment manipulated three crisis-situation variables, and the scale aspect of the experiment measured three bureaucrat-characteristic variables and other demographic variables. The participants in the study were Renmin University of China MPA students with public-sector work-experience, and the experiment and variable measurements were carried out in the form of an online questionnaire. The participants were required to participate in three randomly generated vignette experiments. In the end, 336 valid questionnaires were received and 1008 experimental observation data were obtained. Data analysis found the scales used in the study had acceptable reliability and validity. The results of correlation analysis preliminarily supported the hypotheses. The null model estimation results supported the use of hierarchical linear regression analysis. The regression results showed that the factors of a crisis situation and the characteristics of the bureaucrats have a significant impact on the tendency for PSRB by bureaucrats, among which social interests, onlooking by members of the organization, public-service motivations, and perceived behavioral effectiveness have a significant positive impact on the tendency for bureaucrats to engage in PSRB, and violation disposition and a prevention focus have a signi
