摘 要:政府间协同被视为解决跨域环境污染问题的重要手段,但政府间协同的实践可能产生协同惰性,导致协同效应难以实现。本研究立足我国跨域环境污染政府间协同治理的12个案例,运用清晰集定性比较分析方法,构建“结构—过程”的分析框架,探究跨域环境污染政府间协同治理效果的影响因素及其复杂因果机制。研究发现,直接推动者等六个条件变量均不是跨域环境污染政府间协同治理有效的必要条件。进一步的组态分析发现,有效的跨域环境污染政府间协同治理因协同规模的不同呈现出不同的作用路径和特点。有效的跨省域政府间协同治理存在利益驱动和权威驱动两条作用路径,并且呈现地方自主的特征,签订政府间协议是其关键要素。有效的省域内政府间协同治理仅存在考核驱动一条作用路径,并且呈现出上级政府主导的特征,建立考核机制是其关键要素。Intergovernmental collaborative governance is regarded as an important means to solve the problem of cross-domain environmental pollution,but the practice of intergovernmental collaboration may produce collaborative inertia that makes the collaboration difficult to achieve.Based on 12 cases,this paper adopts the method of Crisp-set Qualitative Comparative Analysis and constructs the“structure-process”analysis framework to explore the complicated influence mechanism on the effect of intergovernmental collaborative governance in cross-domain environmental pollution.The results show that none of the six conditional variables,including direct promoters,is a necessary condition for effective intergovernmental collaborative governance of cross-domain environmental pollution.Further configuration analysis finds that effective intergovernmental collaborative governance of cross-domain environmental pollution presents different action paths and characteristics due to the different scales of collaboration.In interprovincial collaboration,there are two effective paths interestdriven and authority-driven,and the effective interprovincial government collaborative governance presents the characteristics of local autonomy,so signing intergovernmental agreements is the key element.Effective intergovernmental collaborative governance within the province has only one function path,which is driven by assessment,and is characterized by the leadership of the higher-level government.The establishment of an assessment mechanism is the key element.
