新时代国家教育考试安全体系建设探析

摘　　要：国家教育考试安全事关广大考生切身利益、教育公平公正和社会和谐稳定,是总体国家安全观的重要组成部分。分析考试安全工作面临的严峻形势,指出考试安全制度体系尚不健全、工作人员专业水平较低、技术防范能力有待提升、监督检查不到位、应急处突能力有待增强等主要问题。据此提出建设考试安全体系的5点建议:1)完善法规制度,夯实考试安全基础;2)拓展考试安全宣传教育新途径;3)深化考试安全信息技术应用研究;4)构建安全监督检查长效机制;5)提升应急决策与响应能力。The security of the national education examination is related to the vital interests of the majority of candidates,educational fairness and justice,and social harmony and stability.It is an important part of the overall concept of national security.This paper analyzes the severe situation of the examination security work,and points out the main problems in the examination security work,such as the examination security system is not perfect,the professional level of the staff is low,the technical prevention ability needs to be improved,the supervision and inspection is not in place,and the emergency handling ability needs to be enhanced.Five suggestions for the construction of the examination security system are put forward:a)To improve the laws and regulations and consolidate the foundation of examination security;b)To expand new ways of publicity and education on examination security;c)To deepen the research on the application of information technology for examination security;d)To establish a long-term mechanism for security supervision and inspection;e)To improve emergency decision-making and response capabilities.
