养老领域非法集资案件侦查与防范对策

摘　　要：近期,以提供“养老服务”、投资“养老项目”、销售“养老产品”、宣传“以房养老”等名义实施的养老领域非法集资案件频发,造成严重社会危害。面对严峻复杂的犯罪形势,公安机关要全面收集非法集资证据,准确认定吸收资金规模,有效开展追赃挽损,全力做好维稳处置和信息发布工作。同时,在养老领域健全养老服务综合监管制度,充分发挥多元主体的协同作用,开展合规审查和异常监测,推进普法宣传入户进社区。通过落实上述举措,切实解决群众急难愁盼问题,有效防范化解非法集资风险,促进养老事业健康发展,实现法律效果、政治效果和社会效果相统一。Recently,in the name of providing“pension services”,investing in“pension projects”,selling“pension products”,promoting“housing for the elderly”and other illegal fund-raising cases occurred frequently,causing serious social harm.In the face of severe and complex crime situation,public security organs should play a major role in combating crime,comprehensively collect criminal evidence,accurately identify the scale of gold absorption,effectively carry out stolen goods recovery and damage reduction,and do their best to maintain stability and release information.At the same time,in the field of elderly care,the comprehensive supervision system is needed to improve elderly care services,give full play to the synergy of multiple entities,carry out compliance review and abnormal monitoring,and promote legal popularization and publicity into households and communities.Through the implementation of the above measures,we can effectively solve the problem of people’s anxiety and longing,effectively prevent and resolve the risk of illegal fund-raising,promote the healthy development of the pension industry,and achieve the unification of legal,political and social effects.
