摘  要:高校作为人员密集的教学科研组织,有效的应对新冠疫情应急预案对在突发情况下保护师生生命安全、保持基本教学科研秩序至关重要。为解决高校应对新冠疫情应急预案评价中的全能型专家缺乏,存在知识盲区和不确定性等问题,采用一种基于专项局部评价的模糊层次分析方法(FAHP)开展高校应对新冠疫情应急预案评价研究。从完备性、可操作性、针对性、协调性和可持续性5个角度构建应急预案评价指标体系,采用层次分析法确定各指标权重,基于模糊层次分析法设计评价问卷,面向涉及部门和人员开展专项局部评价,通过模糊层次分析得到最终评价结果。实例分析表明,论文提出的评价方法对于处理缺乏全能型专家情况下的应急预案评价具有较强的可行性和适用性。As a teaching and research organization with the high population density,the effective response to the COVID-19 emergency plan is very important to protecting the life safety of the faculty and students as well as maintaining the basic teaching and scientific research order under unexpected circumstances.In order to solve the problems of the lack of omnipotent experts in the evaluation of COVID-19 contingency plans,and the knowledge blind area and uncertainty.A fuzzy analytic hierarchy process(FAHP)based on the special local evaluation is applied to carry out the evaluation of COVID-19 emergency plans.This paper constructs the evaluation index system of emergency plan from the five perspectives of completeness,operability,pertinence,coordination and sustainability,using analytic hierarchy process to determine the weight of each index.It designs the evaluation questionnaire based on fuzzy analytic hierarchy process,carries out special local evaluation for relevant departments and personnel,and obtains the final evaluation result through fuzzy analytic hierarchy process.The example analysis shows that the evaluation method proposed in this paper has strong feasibility and applicability for dealing with the evaluation of emergency plan in the absence of omnipotent experts.
