林农防控生物灾害成效及区域偏差分析

摘　　要：文中选择受生物灾害威胁较重区域,获取到818份林农数据,分析在生物灾害发生时林农的防控成效及区域差异特征。结果表明:1)成效值在0-1之间,林农防控成效为0.602。2)东部地区成效优于西部,倾向得分匹配后,东部和西部成效差距有所减少。3)林农对防控现状较满意,但生态化及社会化意识较弱。需要通过政府组织-社会化拉动-林农参与的综合防控方式,制定区域差异性的扶持政策,缓解因生物灾害造成的林木经济及生态价值损失。In this paper,data were obtained from 818 forest farmers in the most serious biological disasters affected areas.The biological disaster control effect and regional difference characteristics were analyzed.The results show that:1)The value of biological disaster control effect for forest farmers is between 0-1,and the overall effect is 0.602.2)The effectiveness of the eastern region is better than that of the western region.After the propensity score is matched,the effectiveness gap between eastern and western is reduced.3)Farmers are satisfied with the current control situation,but their ecological and socialization awareness is weak.Combining the government organization,socialized control system and forest farmer’s participation can improve farmers’biological disaster control effect.Meanwhile,supporting of policies involving to regionally differentiated biological disaster control need to be formulated to alleviate the economic and ecological losses caused by biological disasters.
