摘 要:“残婴”一直以来备受社会关注。2011年,中国第一个“婴儿安全岛”于石家庄正式试点,以此来接收来自全国各地的弃婴,为遭遇遗弃的残婴带来希望。随着试点的广泛推进,弃婴的存活率得到了有效提升,婴儿安全岛却被冠以“纵容遗弃罪的牢笼”之骂名。与此同时,现针对弃婴的主体——残疾新生儿,产生了两大争议性问题:残疾新生儿应该被拯救吗?在现实的压力下婴儿安全岛又将“何去何从”?从残疾新生儿的生命伦理角度着手,以康德的“责任”主张为依据,剖析婴儿安全岛存在之现实意义,从不同角度为安全岛的可推进性辩护。Disabled babies have been concerned by the state and society.In 2011,China s first infant safety island was officially piloted in Shijiazhuang to receive abandoned babies from all over the country,bringing hope to abandoned disabled babies.As the pilot program has been widely promoted,the survival rate of abandoned babies has been effectively improved,but the infant safety island has been branded as the cage of connivance with the crime of abandonment.At the same time,there are two controversial issues on disabled newborns,the main subjects of abandoned babies:should disabled newborns be rescued?Should a infant safety island exist under the pressure of reality?From the perspective of the bioethics of newborns with disabilities,this paper analyzed the practical significance of the existence of infant safety island based on Kant s responsibility claim,and made a statement for the practicability of safety island from different perspectives.
