产业共生集聚:一种循环型产业集聚的新形态

摘　　要：产业集聚导致的环境污染问题日渐突出,构建既能发挥产业集聚正效应,又能避免环境污染负效应的产业集聚新理论是未来研究的新方向。基于产业集聚和产业共生理论,提出“产业共生集聚”新理论,认为产业共生集聚是既能发挥产业集聚优势,又能发挥产业共生优势,并产生循环一体化、绿色外部性和新报酬递增三种新优势,达到经济效益和环境效益有机统一的一种循环型产业集聚新形态。从企业内生需求和政府引导两方面分析了产业共生集聚的形成机理,阐述了产业共生集聚的特征,并将产业共生集聚划分为产业互利型共生集聚和产业偏利型共生集聚两种模式;构建了产业共生集聚测度模型,计算产业共生集聚指数并进行现状分析,发现当前中国共生集聚总体水平呈上升趋势,其中21个省份为互利型共生集聚,8个省份为偏利型共生集聚,其余省份尚未形成产业共生集聚。The environmental pollution caused by industrial agglomeration has become increasingly prominent.It is a new direction for future research to construct a new theory of industrial agglomeration that can not only exert the positive effect of industrial agglomeration,but also avoid the negative effect of environmental pollution.Based on the theory of industrial agglomeration and industrial symbiosis,this paper proposes a new theory of"symbiotic industrial agglomeration",believing that symbiosis industrial agglomeration is a new circular industrial agglomeration form,which can give full play to both the advantages of industrial agglomeration and the advantages of industrial symbiosis,and produce three new advantages of circular integration,green externality and new increasing returns,so as to achieve the organic unity of economic benefits and environmental benefits.This paper analyzes the formation mechanism of symbiotic industrial agglomeration from the two aspects of endogenous enterprise demand and government guidance,expounds the characteristics of symbiotic industrial agglomeration,and divides symbiotic industrial agglomeration into two modes:mutually beneficial symbiotic industrial agglomeration and partially beneficial symbiotic industrial agglomeration.A measurement model is constructed,the symbiotic industrial agglomeration index is calculated,and the status quo analysis is performed.It is found that the overall level of symbiotic agglomeration in China is on the rise,of which 21 provinces and cities are mutually beneficial symbiotic agglomeration,and 8 provinces are partially beneficial symbiotic agglomeration,symbiotic agglomeration have not yet formed in other provinces.This paper puts forward a new theory of symbiotic industrial agglomeration,expands the theories of industrial symbiosis and industrial agglomeration,and offers a new research direction for spatial economics.
