摘　　要：通过对目前国内发表的有关空中交通管制员胜任力的文献进行筛选、研究与综述,掌握了我国目前管制员胜任力要素的研究现状。研究综述以空中交通管制员为研究对象,以科学实践和验证为基础,逐级分析管制员胜任力指标的划分情况和高频次指标,论述文献中使用到的管制员胜任力模型的构建方法。探讨归纳国内外胜任力模型的7种构建方法,重视管制员胜任力在管制员考核与日常培训的结合使用,发挥胜任力模型在我国管制员培养过程中的重要作用,以期尽快形成符合我国国情的科学统一的管制员胜任力模型。Through the screening, research and review of the literature on the competency of air traffic controllers published in China, the current research status of the competency elements of air traffic controllers in China is mastered. The research review takes air traffic controllers as the research object, and based on scientific practice and verification, analyzes the classification of controllers’ competency indicators and highfrequency indicators step by step, and discusses the construction method of controllers’ competency model used in the literature. This paper discusses and summarizes seven construction methods of competency model at home and abroad, pays attention to the combination of controller competency in controller assessment and daily training, and gives full play to the important role of competency model in the training of controllers in China, so as to form a scientific and unified controller competency model in line with China’s national conditions as soon as possible.
