共治视野下行业特色高校治理创新与实践路径

摘　　要：行业特色高校在我国高等教育发展中占有十分重要的地位。行业特色高校治理经历了隶属行业的垂直管理的行业化阶段,中央与地方共建、以地方管理为主的去行业化阶段,目前面临着“再行业化”的挑战。新时代行业特色高校的发展需要树立共同治理的价值取向,内部坚持特色发展,外部与行业之间形成良好的互动合作关系,构建政府统筹、高校主体、行业引领的新型治理关系。在共同治理的实践路径上,政府应该进一步发挥牵引共治的作用,形成行业共治的结构体系,提升行业特色高校共治能力。Universities with industry characteristics play a very important role in the development of higher education in our country.The governance of universities with industry characteristics has gone through the industrialization stage of vertical management subordinate to the industry,and the de-industrialization stage of co-construction between the central and local governments,and local management is the mainstay.Currently,it is facing the challenge of“re-industrialization”.The development of universities with industry characteristics in the new era needs to establish the value orientation of common governance,adhere to the development of characteristics internally,form a good interactive and cooperative relationship between the external and the industry,and build a new governance relationship with government overall planning,university main body,and industry leadership.In the practice path of co-governance,the government should further play the role of leading co-governance,form a structural system of co-governance in the industry,and improve the co-governance capability of universities with industry characteristics.
