摘 要:作为人事行政工作的起点和基础,公务员分类制度有利于提高人事管理的科学化和法制化水平,有利于提升政府行政效率、效能和效果,有利于推动实现国家治理体系和治理能力现代化。本文基于历史演进的视角,对日本和韩国公务员职位分类制的发展脉络进行梳理,阐述了两国照搬照抄式推行职位分类制面临的失败及选择适宜本国情况的分类模式的探索过程。在分析的基础上,本文指出现阶段我国应加速推动公务员分类制度的科学化进程,在横向分类上,要基于职位性质的差异性进行分类;在纵向分级上,应注重建立统一的标准进行定级。As the foundation of personnel administration,the classification system of civil servants is conducive to the realization of the modernization of national governance system and governance capabilities.Based on a historical perspective,this paper reviews the development and particularly the failure of the implementation of the position classification system and the subsequent exploration process of choosing the appropriate classification model for its national situations in Japan and South Korea.Through comparative analysis,this paper points out China should accelerate the scientific process of the civil servant classification system at present,and the horizontal classification should be based on the difference in the nature of the positions.In vertical grading,we should pay attention to the establishment of unified standards for grading.
