摘  要:韩国在经济合作与发展组织会员国中能成为推进教育公平的典范,既离不开其国家和政府对教育福利政策体系的构建与完善,也离不开其教育财政政策对教育均衡化发展的倾斜性支持。随着韩国“低出生率”“高老龄化”等社会问题的持续蔓延,政府更加重视对每一个儿童的抚养与教育。为保证每个儿童都能享受到公平、优质的教育,韩国加大了以3~5岁儿童为对象开展的“共同教育·保育课程”“幼保合并”等项目的财政投入。这一举动推动了韩国安全稳定、公平优质的学前教育体制建设,为婴幼儿实现起跑线上的学前教育公平创造了条件。South Korea can become a model of promoting educational equity in Organization for Economic Co-operation and Development Member States,which is due to the construction and improvement of its national and government educational welfare policy system as well as the inclined support of education finance for the balanced development of education.In recent years,as the social problems of "low birth rate" and "aging" in South Korea continue to spread,the government pays more attention to the upbringing and education of every child.In order to ensure that every child can enjoy fair and high-quality education,South Korea has increased financial investment in projects such as "Nuri curriculum" and "child care integration" aimed at children aged 3~5.This move has promoted the construction of a safe,stable,fair and high-quality preschool education system in South Korea,and created conditions for infants and young children to realize the fairness of preschool education at the starting line.
