摘　　要：在公共政策制定过程中,需要增强为民服务的精准性和实效性,主体参与的动力源于均衡社会公共利益,行使和代理好公权力,追求群众满意的政绩。为了优化公共政策制定路径,主要从如下几方面着手:建立科学完善的部门绩效评价机制;提升公共政策制定过程的透明度;完善公共资源配套制度;强化监督和惩戒,支持正向激励。In the process of making public policies, government departments are expected to enhance the accuracy and effectiveness for people-serving. The motivation for their participation results from balancing public interests, the rightness of their exercise and agency of public rights, and the impulse to pursue political achievements, etc. To perfect the paths for making public policies, efforts may be carried out as follows: to establish a scientific and perfect departmental performance evaluation mechanism;to improve the transparency of the public policies-making process;to perfect the public resource allocation system;and to strengthen supervision and discipline to support positive incentives.
