国际旅游岛背景下平潭离岛南海乡规划策略思考

摘　　要：2016年国务院正式批复《平潭国际旅游岛建设方案》,平潭成为全国唯一具有“综合实验区+自贸试验区+国际旅游岛”三重政策叠加的优势区域,迎来了千年一遇的发展机遇。文章以平潭离岛乡镇——南海乡为例,在规划编制过程中,统筹考虑生态文明建设、乡村振兴和国际旅游岛建设等问题,按照“生态保护是前提、产业振兴是根本、宜居环境建设是基础”的思路,对各类影响因素进行综合分析,明确发展定位并提出具体规划策略,实现生态保护、乡村振兴和旅游发展的融合与统一。In 2016,the State Council officially approved the construction plan of Pingtan international tourism island. Pingtan has become the only advantageous area in China with the superposition of three policies of “comprehensive experimental area plus Free Trade experimental area and plus international tourism island”,ushering in an once-in-a-millennium development opportunity. Taking Nanhai Township,an outlying Island Township of Pingtan,as an example,in the planning process,the construction of ecological civilization,rural revitalization and the construction of international tourism island shall be comprehensively considered. According to the idea of “ecological protection is the premise,industrial revitalization is the foundation and livable environment construction is the foundation”,various influencing factors shall be comprehensively analyzed,the development orientation shall be clarified and specific planning strategies shall be put forward to realize ecological protection Integration and unification of rural revitalization and tourism development.
