摘 要:从政策目标、政策制定主体和政策执行主体三个方面,根据复合系统协同度模型,以珠三角九城市在粤港澳大湾区建设工作中的210条科技人才政策为例,测度科技人才政策的子系统有序度和复合系统协同度。结果表明,自2017年粤港澳大湾区成立以来,三个子系统的有序度总体呈增长趋势,复合系统协同度处于较低的水平,科技人才政策复合系统的协调机制尚未形成。最后,提出三条促进科技人才政策复合系统协同发展相关建议。From the three aspects of policy objectives,policy formulation subjects and policy implementation subjects,according to the synergy degree model of the compound system,taking the 210 scientific and technological talent policies of nine cities in the Pearl River Delta in the Guangdong-Hong Kong-Macao Greater Bay Area as an example,it measures the order degree of the subsystems of the scientific and technological talent policies and the synergy degree of in the compound system.The results show that since the establishment of the Guangdong-Hong Kong-Macao Greater Bay Area in 2017,the order degree of the three subsystems has shown an overall increasing trend;the synergy degree of the compound system is at a relatively low level,and the synergy mechanism of the compound system of scientific and technological talent policies has not yet been formed.Finally,it puts forward three relevant suggestions to promote the synergetic development of the scientific and technological talent policies compound system.
