摘 要:本专家共识由西南医科大学联合湖北中医药大学、哈尔滨医科大学共同发起,参照《普通高等学校法学类本科专业教学质量国家标准》和国家社科基金教育学一般课题“法治中国背景下我国医事法学本科教育标准研究”最终成果,由三校相关人员协力撰写征求意见稿;之后广泛征求中国卫生法学会教学与学科建设委员会和“全国高校医事(卫生)法学教育联盟”成员单位同行专家意见,并在全国范围内遴选、咨询了30余位相关学科的理论和实务专家的意见,再经反复商讨、修订完善方形成本共识。本专家共识从概述、适用范围、培养目标、培养规格、课程体系、教学规范、教师队伍、教学条件、教学效果、质量保障体系等十个方面,对我国普通高校医事(卫生)法学本科教学作了规范,填补了当下我国医事(卫生)法学本科教学质量标准的空白,对于指导全国开办有医事(卫生)法学本科教育的高校进一步规范办学,确保达到教学质量最低标准和提高人才培养质量具有重要现实意义。This expert consensus was initially initiated by Southwest Medical University,Hubei University of Traditional Chinese Medicine and Harbin Medical University.By referring to the final research results of"National Standards for Teaching Quality of Undergraduate Law Majors in General Colleges and Universities"and the National Social Science Fund Pedagogy general research project"Research on undergraduate education standards of medical law in China under the background of rule of law",the relevant staff of the three universities jointly reached the conclusion.After that,it was used to solicit the opinions of peer experts from the Teaching and Discipline Construction Committee of China Health Law Society and the member units of"National University Medical(Health)Law Education Alliance",and selected and consulted more than 30 theoretical and practical experts of related disciplines across the country to put forward opinions.And it was formed after repeated discussion,revision and improvement.From the aspects of overview,scope of application,training objectives,training specifications,curriculum system,teaching norms,teaching staff,teaching conditions,teaching effects,quality assurance system and so on,it has standardized undergraduate teaching of medical(health)law in Chinese general colleges and universities,and filled the blank in the current teaching quality standard of medical(health)law undergraduate education,which is of great practical significance to guide the universities to further standardize the running of medical(health)law undergraduate education,and ensure the minimum standard of teaching quality and improve the quality of personnel training.
