钱学森系统论思想下新型举国体制的内涵与构建

摘　　要：新型举国体制是新发展格局下坚持系统观念的制度安排。运用钱学森系统论思想理解与把握新型举国体制“开放复杂巨系统”的内涵特征,其开放性决定了体制架构应是开放式且能主动适应外部压力;其复杂性决定了必须精准施策并促成协同效应;其巨系统特征要求将量能转化为质能,激发整体性比较优势。运用钱学森总体设计部科学思想,探讨如何对以发展国家战略科技为任务的新型举国体制进行系统化构建,并提出其核心是坚持党对战略科技事业的全面领导,然后构建国家战略层面的资源规划、基础研究、科技转化、科技人才、科技情报以及国际科技交流与合作6个执行(子)系统。The new national system is an institutional arrangement that adheres to the system concept under the new development pattern.This paper uses Qian Xuesen’s system theory to understand and grasp the connotation of the open complex giant system characteristics of the new national system.Its openness determines that the institutional framework should be open and can actively adapt to external pressure.Its complexity determines the system must take precise measures and promote synergistic effects.The characteristics of giant system require the transformation of quantity energy into quality energy to stimulate the overall comparative advantage.This paper discusses how to systematize the new national system with the task of developing national strategic science and technology(S&T),and puts forward that the core of the system is to adhere to the party’s overall leadership of strategic S&T.Then,six implementation subsystems of resource planning,basic research,S&T transition,S&T talents,S&T information,and international S&T exchange and cooperation are constructed at the national strategic level.
