共生理论视角下整合型医疗卫生服务协同供给研究

摘　　要：《“健康中国2030”规划纲要》提出全面建成整合型医疗卫生服务体系,但是在现实中,整合型医疗卫生服务供给主体的共生关系与理想状态相比较,还是存在较大的差距,服务供给主体之间的关联程度不高,共生模式大多还处于偏利共生或非对称互惠共生阶段,共生界面的沟通和交流受到阻碍。本文基于共生理论的分析框架,通过判断整合型医疗服务体系供给主体的共生关系,分析其应然状态,探究其实际状态,提出整合型医疗卫生服务协同供给的实现路径,具体为完善和强化服务供给系统共生单元,提高医联体内共生单元的关联度,优化共生单元的共享界面,保障交互界面畅通,构建利益共同体以及改善共生环境等。The plan of“Healthy China 2030”is to develop an integrated medical and health service system in an all-round way.However,there is still a big gap between the symbiotic relationship of integrated medical and health service providers and the ideal state in reality,and the association degree among different service providers is not high.Most of the symbiosis models are still in the stage of profit oriented symbiosis or asymmetric mutualism.The communication and exchange of symbiotic interface are hindered.Based on the analysis framework of symbiosis theory,the symbiosis relationship of supply subjects of the integrated medical service system was estimated,its status of ought to be was analyzed,and its actual state was explored.Based on which,the realization path of the integrated medical and health service collaborative supply was put forward,which were improving and strengthening the symbiotic unit of service supply system,increasing the correlation degree of symbiotic units in Medical Association,optimizing the sharing interface of symbiotic units,ensuring the smooth interaction interface,and developing a community of interests and perfecting the symbiotic environment.
