权力、技术与制度框架下的智慧城市治理——以中新天津生态城为例

摘　　要：智慧城市治理是网络化拓展、数字技术赋能语境下城市治理转型升级的制度变迁过程。中新生态城智慧治理实践表明,从城市网络完善、居民幸福感提升等方面,智慧治理不断迭代着其治理效能。现实地看,在权力、技术与制度的三维,第一行动集团和次级行动集团间治理权的“让渡”与“承接”、智能化平台赋权城市的网络磋商式治理、智慧驱动的治理制度变迁,是中新生态城治理耦合效应形成的结构性力量。理论上,治理权能“归位”、数字技术赋能与制度演进协同,是智慧城市治理的有效解。由此,以治理权共享为基础、数字效能为支撑、智慧协同制度为前提,智慧城市治理的耦合关系将被有序地迭代。Smart governance of city manifests itself in the process of institutional change in urban governance transformation and upgrading with network expansion and digital technology empowerment. The practice of smart governance in Sino-Singapore Eco-city shows that from the aspects of improving the city network and promoting residents’ well-being, smart governance continues to iterate its governance efficiency. Realistically, in the three dimensions of power,technology and system, the "transfer" and "takeover" of governance power between the first action group and the secondary one, the network consultation governance of the city empowered by the intelligent platform, and the wisdom-driven change of governance system are the structural force formed by the coupling effect of governance in Sino-Singapore Eco-city. In theory, the "replacement" of governance power and the coordination of digital technology empowerment and institutional evolution are effective solutions for smart city governance. To this end, based on the sharing of governance power, supported by digital efficiency, and premised on a smart collaborative system, the coupling relationship in smart city governance will be iterated in an orderly manner.
