摘 要:初步设计概算是衡量设计方案技术经济合理性的依据,也是拟建项目决策后的投资控制依据。本文通过对笔者参与管理及或参与编审的项目在实施过程中遇到的现象及形成原因进行分析,探讨提高房屋建筑领域初步设计概算编制质量的对策,并提出适应EPC工程总承包模式下概算作为招标最高限价应用时注意事项,期望能给同业一些交流与促进。The preliminary design estimate is the basis for measuring the technical and economic rationality of the design scheme,and also the basis for investment control after the decision of the proposed project.This paper analyzes the phenomena encountered in the implementation process and the causes of the projects that the author participates in the management and/or editing and review,discusses the countermeasures to improve the quality of the preliminary design estimation budget preparation in the field of housing construction,and proposes the precautions when estimates are applied as bid ceilings when it is adapted to the EPC project general contracting mode.It is expected to provide some exchanges and promotions to the same industry.
