摘　　要：全过程人民民主是人类民主政治新形态,是以习近平同志为核心的党中央在深化民主政治发展规律的基础上作出的最新理论概括,突出了人民的主体地位,强调了民主实现形式的多样性。从建党以来的实践探索来看,民主政治的发展离不开中国共产党的领导,推进全过程人民民主必须旗帜鲜明地坚持党的领导。在新的历史条件下,发展全过程人民民主要遵循党领导全过程人民民主的内在逻辑,以党的全面领导作为政治保障,通过党内民主带动人民民主、完善党的领导制度体系和全过程人民民主制度体系,坚持党的领导、人民当家作主、依法治国有机统一来实现。The whole process of people’s democracy is a new form of human democratic politics. It is the latest theoretical generalization made by the Party Central Committee with Xi Jinping as the core on the basis of deepening the law of democratic political development. It shows the dominant position of the people and emphasizes the diversity of the forms of democratic realization. From the practice and exploration since the founding of the party, the development of democratic politics cannot be separated from the leadership of the Communist Party of China. To promote the whole process of people’s democracy, we must take a clearcut stand and adhere to the leadership of the party. Under the new historical conditions, the development of the whole process of people’s democracy should follow the internal logic of the party’s leadership and the whole process of people’s democracy, take the party’s overall leadership as the political guarantee, drive people’s democracy through inner-party democracy, improve the party’s leadership system and the whole process of people’s democracy system, and adhere to the organic unity of the party’s leadership, the people being the masters of the country and the rule of law.
