先秦儒家行政伦理思想的三个向度

摘　　要：作为儒家学说的重要组成部分,儒家行政伦理自春秋末期孔子提出“为政以德”伊始,经过了两千多年的延续和发展,形成了比较完整的理论体系。但从历史发展进程来看,以孔子、孟子、荀子为代表的先秦儒家为中国古代行政伦理的基本内容和核心议题的产生提供了基础和养分,充分凸显了“行政为民”“行政忠诚”“公正廉洁”等三大思想面向。尽管先秦儒家构建的行政伦理受到时代阶级性的局限,但从其价值关怀和理论旨趣来看,以上思想向度实际参与了中国传统政治的进程,是塑造中国传统行政品性和面貌的重要思想力量。在新时代条件下,重新挖掘和阐释儒家行政伦理思想,理性客观对待其智慧精华,对于现代社会政治文明建设仍具有重要的启示意义。As an important part of Confucianism,Confucian administrative ethics has formed a relatively complete theoretical system after more than two thousand years of continuation and development since Confucius put forward the idea of“governing by virtue”at the end of the Spring and Autumn Period.However,from the historical development process,the pre-Qin Confucianism represented by Confucius,Mencius and Xunzi provided the foundation and nutrients for the emergence of the basic contents and core issues of ancient Chinese administrative ethics,fully highlighting the three ideological orientations of“administration for the people”,“administrative loyalty”and“fairness and integrity”.Although the administrative ethics constructed by Confucianism in the pre-Qin Dynasty was limited by the development of the times and class characteristics,from its value concern and theoretical purport,the above ideological dimensions actually participated in the process of Chinese traditional politics,and were important ideological forces to shape the character and appearance of Chinese traditional administration.Under the conditions of the new era,reinterpreting and analyzing Confucian administrative ethics and treating its wisdom essence rationally and objectively still have important enlightenment significance for the construction of political civilization in modern society.
