摘　　要：“一带一路”高校战略联盟是在“一带一路”建设的社会背景和政策环境下催生的多边合作组织,其本质是高等教育组织域适应新环境的一种制度安排。2015年以来,国内初步建成了50多个“一带一路”高校战略联盟,呈现出主动对接国家发展规划布局的特征以及开放式、国际化的发展趋势。当前,“一带一路”高校战略联盟已经具备了很好的体量优势,运行模式规范,运行状态平稳。从AGIL模型理论的视角审视,今后尚需在形塑协同共生的联盟文化生态、谋划渐进长远的联盟整体设计、激活各方利益主体的参与愿望、构建连贯有序的联盟推动体系等层面进一步优化和提升,这也是促进“一带一路”高校战略联盟价值实现的可持续发展方向。The “Belt and Road” university alliance is a multilateral cooperative organization that is closely related with the policy of the “Belt and Road” initiative and its social setting. The essence of the university alliance is an institutional response to a new environment. Since the year of 2015, more than 50 such alliances have been newly established in China, an active correspondence to the national development planing and indicating an open and global trend. Nowadays, a certain of quantity of the “Belt and Road” university alliances have been running smoothly. Judging from the perspective of AGIL theoretical model, measures are still needed in the following aspects: shaping harmonious and co-existing alliance culture;setting a gradually long-term and comprehensive design;stimulating different interest subjects’ willingness to participate;constructing a continuing and orderly development system for alliance. All such measures point to the sustainable direction for value realization of the “Belt and Road” university alliance.
