摘  要:执行力是影响政策执行效果的核心要素.为了科学地评价校园足球政策执行力,首先运用文献资料法、德尔菲法等研究方法,以平衡计分卡为理论框架,构建出由政策共识、执行文化、执行协同、执行成效4个一级指标、12个二级指标、37个三级指标组成的校园足球政策执行力评价体系,然后运用层次分析法确定各项指标的权重系数,最后依据所构建的评价体系对四川省DZ市校园足球政策执行力进行实证应用研究.结果显示DZ市校园足球政策执行力水平等级为“中等”,进一步分析表明DZ市在注重整体执行力提升之外,还需加强执行协同维度的大力提升,特别是执行控制层面的提升力度.Execution ability is the core element that affects the effect of policy implementation.In order to scientifically evaluate the implementation of campus football policy,using literature review and Delphi method and on the basis of balanced scorecard theory,this study constructed an evaluation system for execution ability of campus football policy,which consisted of four first-level indicators(policy consensus,implementation culture,implementation coordination,and implementation effectiveness),12 second-level indicators,and 37 third-level indicators.Then the Analytic Hierarchy Process(AHP)was used to establish weight coefficient of each indicator.Finally,the evaluation system was adopted to conduct an empirical application study on the implementation of campus football policy in DZ city,Sichuan Province.The results showed that the level of campus football policy implementation in DZ city was medium-low.Further analysis showed that DZ city should not only pay attention to the improvement of the overall execution ability,but also strengthen implementation coordination,especially at the execution control level.
