“内外统一,共评共管”的高校教育教学质量保障体系建设初探

摘　　要：高校教育的教学质量保障一直是世界各国普遍关心的问题,也是高等教育发展中的焦点问题。我国高校教育质量管理和质量保障体系的政策法规正在逐步完善,经历了“质量保证-质量提高-质量保障-质量文化”的层级演变过程,形成了中国特色的高等教育质量保障体系。黑龙江中医药大学自1999年建立“高等教育研究与评价中心”以来,始终坚持以质量为生命,构建“内部质量保证与外部质量监控相统一”的质量保障体系,推行“内外统一,共评共管”的运行机制,其高等教育研究与实践获2009年国家级教学成果二等奖。鉴于此,本研究通过课题立项开展理论研究,学校进行教育质量保障体制机制改革的实践研究,探索内外统一的高校教育教学质量保障体系建设和共评共管的质量保障运行系统,旨在开拓高等中医药院校中医药人才培养质量保障新领域,全面保障与提高中医药人才培养质量。The teaching quality assurance of higher education has always been a common concern all around the world,and it is also a focal issue in the development of higher education.The policies and regulations on higher education quality management and quality assurance system are gradually improving in China,and have experienced the evolution of"quality monitoring-quality improvement-quality assurance-quality culture",formed a higher education quality assurance system with Chinese characteristics.Since Heilongjiang University of Traditional Chinese Medicine established the"Higher Education Research and Evaluation Center"in 1999,it has always adhered to quality as its life,built a quality assurance system of“unification of internal quality assurance and external quality control”,and implemented the“internal and external unification,co-evaluation and co-management”operation mechanism,and its higher education research and practice won the second prize of the 2009 National Teaching Achievement Award.In view of this,this study carries out theoretical research through project establishment,and the school conducts practical research on the reform of education quality assurance system and mechanism,to explore the construction of the unified internal and external college education and teaching quality assurance system,and the co-evaluated and co-managed quality assurance operation system,so as to open up a new field of quality assurance for the training of traditional Chinese medicine talents in higher traditional Chinese medicine colleges and universities,comprehensively guarantee and improve the quality of the training of traditional Chinese medicine talents.
