摘　　要：基于国内外多个组织的海上交通事故统计数据,分析了全球和我国海上交通安全状况,梳理了影响海上交通安全的关键因素,并归纳了海上交通安全工作中面临的主要问题。以贯彻新版《海上交通安全法》为契机,提出了从航海人才培养、先进技术研发与应用、海事安全监管现代化治理等三个方面入手,全面提升我国海上交通的本质安全水平的对策建议,力争海上交通的安全、有序和畅通。Based on maritime traffic accidents statistics from various official data sources,the paper gives detailed insights into the status of maritime safety nationwide and worldwide,reveals the key factors affecting maritime safety,and summarizes the main challenges to enhancing the safety level.Then taking the opportunity of implementing the new version of the Maritime Traffic Safety Law,the paper proposes recommendations to comprehensively improve the inherent maritime safety level in China from the following three aspects:the training of maritime talents,the research and application of advanced technology,and the modernization of the maritime safety supervision,for the sake of a safer,more organized and better maritime traffic.
