摘 要:为主动服务国际组织和“一带一路”建设,教育部启动了公共外语教学改革试点工程,以培养“一精多会”、“一专多能”、高素质、国际化、复合型人才。本文基于ESP需求分析,探讨理工类院校公共外语教学改革试点中ESP课程群设置的理念、方法及可行性,认为应以国际组织任职能力要求为参照,以我国全球治理人才培养规格为指导,以国际组织领域的专业知识建构为基础,以帮助学习者精通该领域的英语语言特征、话语实践和交流方式为目标来设置课程,以兼顾语言能力、价值观定位、知识建构、能力拓展和情感态度为主导来设计教学内容,从而形成多元融合的公共外语教学改革ESP课程体系。实践证明,该课程体系具有可行性,可为我国全球治理人才培养提供借鉴。The Foreign Language Teaching and Learning Reform Program for Non-English Majors launched by the Ministry of Education of China is a pilot program that aims to help students to develop solid core competences,world outlook,and pluriliteracies so that they can master the English language,use other languages,be competent in one subject and able to communicate in several foreign languages,which could serve as an asset for professional careers in international organizations and the Belt and Road Initiative.Based on the needs analysis framework of ESP,this paper explores the rationale for,and approach to,curriculum design for the pilot program in a science and technology-oriented university,and argues that it is advisable to build the curriculum by keeping the values and competencies framework of the IOs(International Organizations)in mind,following the target qualifications of the global governance talent from China and integrating the specialist knowledge in the IO sector so as to develop the learners’communication skills,including mastery of English,unique discourse features and communication patterns in the IO context.Meanwhile,course design should integrate language competence with values,knowledge,skills and affect/attitude.The pilot program at DLUT has shown that such a multi-competence-integrated curriculum is defensible and may offer some implications for developing the capacity of global governance among Chinese undergraduates.
