产业政策视角下产业协同三方演化博弈分析

摘　　要：制造业和生产性服务业协同是实施高质量内涵式经济发展的重要动力。文章基于演化博弈理论,构建制造企业、生产性服务企业和政府间的三方演化博弈模型,分析了博弈主体在产业协同过程中的策略选择,并利用数值仿真分析各类政策不同执行力度对系统演化的影响。结论表明:政府实施产业政策对企业协同具有积极影响,制造企业和生产性服务业企业积极协同意愿能够相互强化;协同成本对主体协同意愿具有重要影响;各类产业政策对系统均衡策略存在差异,高强度的激励和惩罚环境型政策以及适度的供给型政策对产业协同的促进效果最为明显,仅提高需求型政策执行强度对产业协同系统产生消极作用。The synergy between manufacturing and producer services is an important driving force for the implementation of high-quality connotative economic development.Based on evolutionary game theory,this paper constructs a three-party evolutionary game model among manufacturing enterprises,producer service enterprises and governments,analyzes the strategic choices of the players in the process of industrial coordination,and uses numerical simulation to analyze the impact of different implementation of various policies on the system evolution.The conclusion shows that:The government's implementation of industrial policies has a positive impact on enterp-rise collaboration,and the positive collaborative intentions of manufacturing enterprises and productive service enterprises can reinforce each other.Collaboration cost have an important impact on the main body.Various industrial policies have different effects on the system equilibrium strategy.High intensity incentive and punishment environmental policies and moderate supply policy promote the industrial synergy effect is the most obvious.Only increasing the implementation intensity of demand-based policies has a negative effect on the industrial synergy system.
