摘　　要：为探讨政社关系在当下体育社会组织治理中的重要性,本研究梳理了我国体育社会组织治理中政社关系的变迁历程,对现存问题进行审视,并提出有针对性的改革路向。研究认为政社关系的变迁历程经历了举国性“同构依附”、分化性“差异依附”、依附与独立并存、依附与合作的新趋势4个阶段,并对现阶段的“依附与合作”关系从“国家—省级—市级”3个层级进行深入分析,指出目前存在的金牌目标牵制、制度政策滞后影响政社关系和管理体制固化制约政社关系等问题,提出转变“全能政府”观念,理顺多重关系、营造体育社会组织发展的环境,完善政策、破除体育管理体制障碍等改革路向。In order to explore the importance of the relationship between government and society in the current sports social organization governance,this study combs the transition process of the relationship between government and society in China’s sports social organization governance,examines the existing problems,and puts forward the targeted reform direction.The research shows that the transition process of the relationship between government and society has experienced four stages:national “isomorphic dependency”,differentiated “differential dependency”,coexistence of dependency and independence,and the new trend of dependency and cooperation.It also makes an in-depth analysis of the current “dependency and cooperation” relationship at the “national-provincial-municipal” three levels,and points out the existing problems,such as the restriction of gold medal objectives,the lagging influence of systems and policies,and the solidification of management system,which restricts the development of the relationship between the government and society.Finally,it puts forward the reform direction of changing the concept of “all-round government”,straightening out multiple relations,creating an environment for the development of social organizations,improving policies and removing obstacles to the management system.
