摘　　要：目的:探讨科技创新治理激励机制、约束机制和协调机制在现代医院管理中的应用与效果,分析激励机制、约束机制和协调机制对现代医院管理制度建立的重要性,为现代医院管理制度具体路径的建立提供参考。方法:将科技创新治理理论实践转化为激励机制、约束机制、协调机制3个管理层面,分析3种机制在现代医院管理中的应用及对医疗卫生质量提升的效果。结果:现代医院管理中可以通过制定科研规划计划、建立科研成果奖励制度等构建激励机制,通过考核科研骨干人才目标实现情况、科研申报能力等构建约束机制,通过完善多学科交叉工作制度、加强医联体成员单位沟通等建立医院内外部协调机制,逐步实现人才聚集效应,促进团队协调发展,促进技术、学科稳步发展,提高医疗质量。结论:激励机制、约束机制、协调机制应用于现代医院科技创新治理及管理中效果明显,有助于促进现代医院科技创新管理制度的建立,促进医疗技术与学科的发展,提升医疗服务质量。Objective:Based on the scientific and technological innovation governance theory,discuss the application effect of the three mechanisms of incentive mechanism,restraint mechanism and coordination mechanism in modern hospital management and the effect on overall quality improvement,and analyze the importance of incentive mechanism,restraint mechanism and coordination mechanism to the establishment of the modern hospital management system,to provide reference and reference for the establishment of the specific path of the modern hospital management system.Methods:Based on the transformation of the theory and practice of scientific and technological innovation governance into three management levels:incentive mechanism,constraint mechanism and coordination mechanism,evidence-based medicine was used to analyze the practical effect of the three mechanisms in the management of scientific and technological innovation in modern hospitals and the effect of improving the overall quality of medical and health care.Results:in modern hospital management,we can build incentive mechanisms by flexibly adjusting incentive mechanisms and formulating scientific research planning plan,build constraint mechanisms by assessing the achievement of scientific research backbone talents’goal and scientific research declaration ability,and gradually realize talent aggregation effect and promote team coordinated development through multi-disciplinary cross-work and coordination mechanism of hospitals at all levels,We will promote the steady development of technology and medical science,and comprehensively improve the quality of medical care.Conclusion:incentive mechanism,constraint mechanism and coordination mechanism have significant effect on the governance and management of scientific and technological innovation in modern hospitals,which can effectively improve the overall quality of medical and health care,promote the establishment of the management system of scientific and technological innovation in modern hospitals,and realize the
