摘 要:21世纪,俄罗斯政府采取了一系列持续推进学前教育均衡发展的策略:普及学前教育,争取平等入学机会;提高学前教育质量,促进教育过程平等;丰富学前教育机构类型,尊重学生个体差异;因地制宜制定标准,保障区域间协调发展。俄罗斯将普及学前教育作为基本工作,并且重视持续保障学前教育质量,支持多种类型幼儿园的发展,对特殊地区采取针对性政策,这是俄罗斯学前教育均衡发展策略的主要特征。In the 21st century,the Russian government has adopted a series of strategies to continuously promote the balanced development of preschool education:popularize preschool education and strive for equal access opportunities;improve the quality of preschool education and promote equality in the educational process;enrich the types of preschool education institutions and respect individual differences among students;formulate according to local conditions standards to ensure coordinated development among regions.Russia regards popularizing preschool education as its basic work,and attaches great importance to the continuous guarantee of the quality of preschool education,supports the development of various types of kindergartens,and adopts targeted policies for special areas.These are the main features of Russia’s balanced development strategy for preschool education.
