多功能视角下县域资源环境承载力评价——以湖南省华容县为例

摘　　要：我国社会经济发展给资源环境带来一定负担。在国土空间规划编制背景下,本文从水资源、土地资源、生态环境、社会经济资源四个方面构建县域资源环境承载力评价指标体系,为环洞庭湖地区开展双评价提供技术支持。研究方法有地理信息系统(GIS)空间分析法和熵值法。研究结果表明,2016—2018年华容县总体资源环境承载力水平呈现上升态势,水资源、土地资源、生态环境和社会经济资源四个方面承载力都有不同程度的上升,变化幅度分别为0.357~0.379、0.429~0.452、0.286~0.452、0.286~0.571;从空间格局上看,华容县南北沿边乡镇的资源环境综合承载力水平较高,水资源、土地资源、社会经济资源承载力水平为南北强、腹地弱,生态环境承载力则呈现出圈层结构;操军镇在各方面资源承载力皆有所提升,其他乡镇在四个方面都有所升降。当前,华容县总体土地资源保护较好,环境保护得当,社会经济发展态势良好;水资源承载力变化幅度较大,各乡镇之间有一定差距,需要加强保护。China's social and economic development has brought a certain burden to the resources and environment.Under the background of compiling territorial spatial planning,this paper constructs the evaluation index system of county resources and environmental carrying capacity from four aspects of water resources,land resources,ecological environment,and social and economic resources,and provides technical support for the dual evaluation in the area around Dongting Lake.Research methods include geographic information system(GIS)spatial analysis method and entropy method.The research results show that from 2016 to 2018,the overall resource and environmental carrying capacity of Huarong County has shown an upward trend,the carrying capacity of water resources,land resources,ecological environment and social and economic resources has increased to varying degrees,the range of change is 0.357~0.379,0.429~0.452,0.286~0.452,0.286~0.571 respectively;from the perspective of spatial pattern,the comprehensive carrying capacity of resources and environment of the towns along the north and south borders of Huarong County is relatively high,the carrying capacity of water resources,land resources,and social and economic resources is strong in the north and south and weak in the hinterland,while the carrying capacity of the ecological environment presents a circular structure;Caojun Town has improved its resource carrying capacity in all aspects,and other townships have improved and declined in four aspects.At present,the overall land resource protection of Huarong County is good,the environmental protection is appropriate,and the social and economic development trend is well;the carrying capacity of water resources varies greatly,and there is a certain gap between towns and towns,which needs to be strengthened.
