摘　　要：人工智能日益成为各国竞争的主要角力场。美国将人工智能视作维护其全球领先地位的重要抓手,其中人力资本是人工智能战略的重要支柱。从国际体系、国家和个人层次而言,美国实施人工智能人力资本战略都势在必行。为此,美国政府以政策、资本、教育为三大支柱构建立体框架,全方位推动人工智能人力资本战略的制定和落实,并确保其可持续发展。其人工智能人力资本战略的顶层设计、协调机制和全链条发展体系的建立,以及对伦理道德和国际合作交流的重视,为我们提供了有益借鉴。Artificial intelligence is becoming a crucial area of international competition.The United States views AI as an important tool of maintaining global leadership,and human capital is a core pillar in its AI strategy.From the perspectives of system,national and individual levels,the United States is imperative to implement AI human capital strategy.Therefore,the American government promotes the all-round promulgation and implementation of the strategy through a space framework composed of three pillars,i.e.policy,capital and education,to ensure its sustainable development.The AI human capital strategy’s top-level design,the establishment of a coordination mechanism and all-chain development system,and the importance attached to AI related ethics and international cooperation provide us with some beneficial references.
