淠史杭水利生态文化旅游资源的建构路径研究

摘　　要：淠史杭水利工程及其灌区周边的历史、自然与文化资源,是淠史杭生态文化旅游资源的核心,但这一资源并未被充分利用。对皖西地区治淮历史文化的梳理,夯实了淠史杭生态文化的基础,在物质层面提出构建“六点三线”的水利风景旅游资源,再造一批地域特色鲜明的人文景观资源,推进“数字乡村振兴”,促进农林水利产业资源改革。在非物质层面提出传承治淮历史文化,丰富淠史杭生态文化资源,融入艺术、民俗、非遗元素,助力淠史杭水利生态文化旅游资源深度融合,传承红色文化推动淠史杭生态文化资源升级。这一路径具有可持续发展的生态意义和较大的社会经济价值,为弘扬与传承地方文化,促进乡村社会经济文化振兴提供一些思路。The historical,natural and cultural resources of the Phishihang Water Conservancy Project and its surrounding irrigation areas are the core of the Phishihang eco-cultural tourism resources,but this resource has not been fully utilized.The sorting out of the history and culture of Huaihe governance in western Anhui has consolidated the foundation of the ecological culture of Pishihang area.At the material level,it is proposed to build“six points and three lines”of water conservancy and scenic tourism resources,recreate a group of human landscape resources with distinctive regional characteristics and promote the“six points and three lines”and“Digital Village Revitalization”to promote the reform of agriculture,forestry and water conservancy industry resources.At the non-material level,it is proposed to inherit the history and culture of Huaihe governance,enrich the ecological and cultural resources of Pishihang area,integrate art,folk customs,and intangible cultural heritage elements,help the deep integration of water conservancy,ecological and cultural tourism resources and inherit the red culture to promote the ecological and cultural resources of Pishihang area.This path has ecological significance of sustainable development and great social and economic value,and provides some ideas for promoting and inheriting local culture and promoting the revitalization of rural society,economy and culture.
